Cranston-based developer buys property approved for 22-unit ‘Lapham Farm Village’ condominiums

BURRILLVILLE – A 28.57 acre site in Pascoag already approved for construction of 11 duplexes has been sold to a Cranston-based developer.

Phenix Development, LLC purchased 202 Lapham Farm Road from Chepachet-based KLMB Properties, LLC, a firm that obtained approval for a project known as Lapham Farm Village last year.

Plans for the major subdivision were first submitted by KLMB in 2021, when the land was owned by James, Judith, Joseph and Muriel Farrell. Preliminary design received the go-ahead from members of the Planning Board in July of 2023, and the company officially purchased the lot from the family for $337,500 that December, with final approval of the condominiums handled administratively last May.

Drafts by DiPrete Engineering show construction of a 22-unit cluster development, accessed via a private street off of Lapham Farm Road. The approved plan dedicates five of those units to affordable housing, and dictates that 19 acres of the lot will remain open space in perpetuity, to feature hiking trails.

The remaining 9.51 acres would hold 11 duplexes, each at around 30,000-square-feet and situated on .69 acres, with some larger homes along the back of a cul de sac closer to 39,000-square-feet on .91 acres.

The inclusion of open space is in keeping with the town’s regulations for cluster development in a residential zone – where buildings are concentrated in a specific area of the site and at least 50 percent of the remaining land is devoted to preservation, with potential for recreation opportunities.

The lot was listed for sale as a shovel ready opportunity, with a wetland crossing, onsite wastewater treatment systems and private wells already approved by the Rhode Island Department of Environmental Management.

And according to a deed recorded in the Burrillville Town Clerk’s office this week, Phenix Development has now purchased 202 Lapham Farm Road from KLMB for $1,115,000.

The Cranston-based company is managed by Kenneth Bock, whose United Home Construction Company has worked on other residential projects including Whipple Woods in Smithfield, Whipple Cullen Farm Condominiums in Lincoln and Garden Vista Condominiums in Cranston.
