NORTH SMITHFIELD – Two 20-year-old North Smithfield men were arrested this week after one reportedly admitted to police that he was scouting the area around the power lines on Iron Mine Hill and Sayles Hill Roads hoping to take photos of undressed people in their homes.

Mikhail Randall has been charged with disorderly conduct and video voyeurism following an investigation by North Smithfield police. His brother, Danil Randall, 20, of North Smithfield has been charged with disorderly conduct.

According to a release from the department, the investigation began around 7 p.m. on Friday, Oct. 18 when a resident called to report an unoccupied “suspicious” vehicle in the area, a blue Chevrolet Colorado pickup truck with New Hampshire plates.

The reporting party said that they thought the operator of the vehicle was hunting along the power lines in that area.

While on scene, an officer noticed a male subject walk out of the wood line with a camera and officers reportedly approached Mikhail.

Mikhail told police that he was looking for individuals who may be undressed, in their underwear or engaged in sexual activity. His camera reportedly contained several videos and images of people inside their homes.

Police also found videos and photographs of young women engaged in sporting activities at Deerfield Park in Smithfield.

Mikhail told officers that he frequently went up and down the power lines along Sayles Hill Road and behind the houses on Rue de St. Jude looking for people he could photograph or video.

Further investigation by North Smithfield detectives resulted in numerous digital storage devices and computers being seized from Randall’s residence.

His brother Danil was found to have participated in the photographing and videoing of individuals in their homes, and was charged with one count of disorderly conduct.

The reportedly case remains an active investigation, and any person who
may have relevant information is asked to contact Detective Nelson or Detective Donovan at (401) 762-1212
