Town & Country Plaza purchased by prior owner at auction

BURRILLVILLE – A six-unit strip mall on Hill Road, situated on nearly 8 acres of land, was recently purchased at an auction by the same man who sold the property in 2008 for nearly double the price.

Edouard Decelles of Rock Road purchase 249-263 Hill Road, known as Town & Country Plaza, and abutting land at 0 Hill Road, at a public auction held by Salvadore Auctions & Appraisals Inc. on Monday, Sept. 10 for $350,000.

Town land records show that Decelles previously owned the plaza, and sold the two-lot mixed use property to Steven & Janet Mignone in 2008 for $610,000.

The land holds a 4,416 square foot commercial structure built in 1952, and a separate three-bedroom single family home built in 1900, according to assessment records. Decelles originally lent the couple, who at the time lived in Coventry, $457,500 to finance the purchase in 2008.

In the years that followed, town records show that three businesses owned by the Janet Mignone were registered at the address: TJ Rentals, Town and Country Thrift Shop, and WE WASH IT. The retail space has also held Home Run Weiners, Turner Ink Tattoos, and Mr. Nice Guy Smoke Shop, along with  a pizza parlor and other general retail stores including All Things Hunting. The building is currently vacant.

Decelles appears to have first acquired the property in 1979, and had a mortgage with Lilliane Decelles of $190,000 to pay the prior owners, Lucien and Eleanor Leveillee.

The property is comprised of two lots: one with the two buildings and 4 acres of land, and a second 3.77 acres of vacant land. They were appraised in 2016 at $459,200 and $12,100, respectively.

Attempts to reach Decelles to discuss his plans for the land were unsuccessful, but real estate records show that the property went back on the market on Friday, Sept. 21 for $349,000.  The only other property in town under Descelles’ name is the Rock Road home he lists as his address.
